However in 5th Century Ireland St. Bridget Complained To St. Patrick About Women Having To Wait for so Long for a Man To Propose. St. Patrick Allowed the Yearning Females To 'Pop the Question' on 1 Day Every 4 Years; February 29th (Leap Year).
In 1288, Scotland Passed a Law Allowing Women To Propose Marriage To the Man of Their Choice in a Leap Year. They Also Made it Law That Any Man Declining a Proposal Must Pay a Fine Which Could Range From a Kiss To a Silk Dress.
